About enhancement of procedure for departure of citizens from Turkmenistan

Independent neutral Turkmenistan as the constitutional and secular state consistently performs the measures directed to democratization of the state and public life of the country, activities of public and state institutes, completely realizes the international requirements and standards of the national legal system which are aimed at providing rights and freedoms of man and citizen. Being participant of international treaties and conventions in the field of rights and freedoms of man and citizen, Turkmenistan consistently provides observance of requirements of these important international legal documents. The system of law of Turkmenistan provides priority of the rights of man and citizen provided by the Universal Declaration of Human Rights, the European convention on human rights protection and fundamental freedoms, the International Covenant on Civil and Political Rights and other acts recognized as the world community in this area.

Proceeding from the international obligations, and also strictly following the regulations and the principles recognized as the world community in the field of human rights and freedoms, I decide:

1. Provide freedom of departure of citizens from Turkmenistan in foreign states and not allow any obstacles connected with departure abroad of citizens according to the legislation of Turkmenistan.

2. Determine that in case of departure from Turkmenistan crossing of Frontier of Turkmenistan requires availability of the entrance visa of foreign state in which the citizen drives.
