I. General provisions

1. Coordination councils on local self-government (daleesoveta) are the coordination centers created for the purpose of discussion of the questions of local value relating to powers of municipalities in the Azerbaijan Republic, determinations of the ways of the joint problem resolution arising in connection with these questions, studying, generalization and distribution of experience of effective work, approval of interaction of state bodies and municipalities, preparation of offers on development of system of local self-government.

2. For the organization of coordination councils for local self-government at least 3 municipalities representing the different territories create initiative group. For creation of coordination council the initiative group will organize preparation and holding constituent conference.

3. One municipality at the same time can be the member of coordination council on the area (city), the region and the republic.
