1. Approve Industrial safety rules in woolen production (further - Rules) (are applied).

2. The order becomes effective from 01.02.2009.

3. With entry into force of the order to consider NPAOT 17.12-7.10-80 which is not applied in the territory of Ukraine "OST 17-840-80 production processes of the companies of the woolen industry. Safety requirements".

4. To provide to the head of department of the organization of the state supervision in the AIC and the welfare sphere Tkachov V. S. within five days submission of this order on state registration in the Ministry of Justice of Ukraine.

5. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter the order in the State register of regulatory legal acts on labor protection and to place on the web page of Gosgorpromnadzor.

6. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

Industrial safety rules in woolen production

I. General provisions

1. These Rules extend to the companies, organizations, the organizations irrespective of their subordination and patterns of ownership and to physical persons - subjects of business activity (daleepredpriyatiya) who are engaged in production of wool yarn, woolen fabrics, products from textiles, carpet products and other woolen products.

Rules regulate requirements to safe performance of works in engineering procedures of woolen production.

2. At the company instructions for labor protection according to requirements of the Regulations on development of instructions for labor protection approved by Gosnadzorokhrantrud's order of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 shall be developed (NPAOP 0.00-4.15-98).

3. Training and examination concerning labor protection of workers of woolen production shall be carried out according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05).

4. Preliminary (during employment) and periodic (during labor activity) medical examinations of workers are made according to the Law of Ukraine "About labor protection" and the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.

5. Investigation and accounting of accidents, occupational diseases and accidents is conducted according to the Procedure for investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112.

6. For the purpose of the organization of accomplishment of the legal, organizational and technical, sanitary and hygienic, social and economic and treatment-and-prophylactic actions directed to accident prevention, occupational diseases, accidents in the course of work and taking into account specifics of production the employer shall create at the company security service of work according to requirements of the Standard regulations on security service of the work approved by Gosnadzorokhrantrud's order of Ukraine of 15.11.2004 of N 255, registered in the Ministry of Justice of Ukraine 01.12.2004 for N 1526/10125 (NPAOP 0.00-4.21-04).

7. In case of employment the worker according to requirements of the Law of Ukraine "About labor protection" gets acquainted with working conditions on workplace and requirements concerning prevention of adverse action of dangerous and harmful factors of production process, and also its rights, including to compensation for work in such conditions.

II. General production requirements on labor protection

1. Requirements to the territory of the company, factory buildings and rooms

1. The territory of the company and buildings located in it shall conform to requirements Construction Norms and Regulations "Master plans of the industrial enterprises" approved by the resolution of the State Committee for Construction of the USSR of 30.12.80 N 213 (Construction Norms and Regulations of II-89-80), Fire safety regulations in Ukraine approved by the order of the Ministry of Emergency Situations of Ukraine of 19.10.2004 of N 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01.001-2004), and these Rules.

2. The territory of the company shall be protected, arranged and contain in proper sanitary and hygienic condition. For temporary storage of production wastes and garbage special hard-standing spaces from where they are transported to places of organized warehousing - on polygons, dumps, etc. are equipped. In case of their temporary storage it is necessary to prevent pollution of the soil by them, waters, air.

3. The arrangement of factory and auxiliary buildings, constructions in the territory of the company shall correspond to engineering procedure of woolen production.

4. The territory of the company shall be leveled and planned so that removal of sewage from buildings, platforms of drives and walking paths to drains was provided.

5. Before entrance on the territory of the company information (schemes, plans) on arrangement of production divisions, roads, fire hydrants, reservoirs, traffic speeds, etc. is placed.

6. In the territory of the company roads with hard surface (asphalt, concrete, etc.) for traffic circulation, the equipment and walking paths and sidewalks shall be arranged. Roads and walking paths need to be cleared systematically of dirt and snow, and in night-time - to light.

7. Fire reservoirs, trenches, condensate, sewer and other technical wells which are arranged in the production purposes are protected or closed by strong covers, and in night-time - are lit. To reservoirs which are sources of fire-water supply entrances with hard surface are equipped. 10. Danger areas in the territory of industrial platforms of the companies, transport ways, in production rooms and on workplaces are designated by safety signs according to GOST 12.4.026-76 and protected.

11. Space-planning and constructive solutions of factory buildings (workshops, sites, etc.) shall conform to requirements Construction Norms and Regulations "Factory buildings", approved by the resolution of the State Committee for Construction of the USSR of 30.01.86 N 287 (далееСНиП 2.09.02-85), Construction Norms and Regulations "Store buildings", approved by the resolution of the State Committee for Construction of the USSR of 30.12.85 N 280 (Construction Norms and Regulations 2.11.01-85), GOST 12.1.005-88, to requirements of fire safety and these Rules.

Factory buildings and constructions need to be inspected twice a year (in the spring and in the fall) for the purpose of determination of their further operation according to requirements of the Regulations on safe and reliable operation of factory buildings and constructions approved by the order of the State Committee for Construction of Ukraine and Gosnadzorokhrantrud of Ukraine of 27.11.97 N 32/288, registered in the Ministry of Justice of Ukraine 06.07.98 for N 424/2864 (NPAOP 45.2-4.01-98).
