3. The parcels of land which privatization is prohibited by the legislation of the Azerbaijan Republic cannot be subject to purchase and sale.

4. Physical and non-state legal entities for the purpose of acquisition of the parcel of land, according to these rules, file petition in the Ministry of Economic Development. Stated below documents are enclosed to the application:

- the copy of the document confirming the personality of physical person or the registration certificate and constituent documents of the legal entity;

- the copy of documents on withdrawal of the parcel of land (the decision of competent authority on withdrawal of the parcel of land or the lease agreement signed according to the law, the registration certificate of right to use or lease);
