About the state social order

This Law establishes the legal basis, the principles, procedure for forming, placement, financing and implementation of the state social order by physical persons and legal entities irrespective of patterns of ownership and legal forms.

Article 1. Basic concepts

In this Law the following basic concepts are used:

- the state social order - economical and legal form of implementation of the social programs and projects directed to the solution of social tasks of the republican and local levels provided at the expense of means of the government budget, and also funds raised by the conclusion of the contract between the state social customer and the contractor;

- the state social needs - the objective needs for spheres of science, education, culture, health care, social protection and employment of the population, physical culture and sport, conservation and the environment, the state youth policy, work designated in social programs and projects among women, strengthenings of family, assistance to the solution of demographic problems, gender policy and support of other socially important fields of activity;

- the social program - set of the organizational, economic, social and technical measures and action plans directed to goal achievement in spheres of science, education, culture, health care, social protection and employment of the population, physical culture and sport, conservation and the environment, the state youth policy, work among women, strengthening of family, assistance to the solution of demographic problems, gender policy and support of other socially important spheres at the expense of means of the government budget and the raised funds;

- the social project - complex of the actions directed to achievement of the specific socially important purposes within the social program;

- the state social customer - public authority and its structures to which the obligation is assigned to perform measures for selection of the contractor, the conclusion by agreement parties, financing and control of execution of the state social order;
