About publishing

This Law establishes the general principles of publishing, governs the relations between subjects of publishing in connection with the organization and implementation of publishing activities, establishes their rights and obligations.

Chapter I. General provisions

Article 1. Basic concepts

In this Law the basic concepts are used in the following values:

publishing house - the specialized cultural enterprise which main field of activity is production, production and (or) distribution of publishing products by provision of the order to the author or by request of the author (the owner of copyright);

the state publishing house - the publishing houses and publishing divisions founded by the state organizations or entering into their organizational structures;

non-state publishing houses - the publishing houses created on the basis of private or municipal property;

publishing - the sphere of the public relations covering organizational and creative and production economic activity of the legal entities and physical persons which are engaged in production, production and distribution of publishing products;

the publisher - the publishing house providing (financing) with material party production of publishing products, or physical person or legal entity which main activities are not connected with this area;

publishing products - books, brochures, albums, posters, booklets, cards, electronic editions and set of other publishing products irrespective of method and form of printing provided for consumers by request of publishing houses (publishers);

printed materials - periodicals of seal, publishing products (except electronic editions) and the set of printed material of all types made at the printing companies by means of the printing equipment;

the producer of publishing products - the physical person or legal entity providing production and release of circulation or part of circulation of publishing products by request of publishing house (publisher);
