About the moratorium on alienation from the editorial offices of the state and utility mass media of rooms and property

This Law is directed to prevention of abuses, elimination of violations and non-admission of alienation of rooms and property of editorial offices of the state and utility mass media.

Article 1. For the purposes of this Law alienation of rooms and property is understood as the conclusion and agreement performance of purchase and sale, pledge, mortgage, their entering into the authorized capital (funds) of subjects of housekeeping, other civil transactions providing transition of the property right to other legal entities and physical persons.

Article 2. Temporarily, before entry into force of the law on reforming of the state and utility mass media, the moratorium on alienation of rooms and property of editorial offices of the state and utility mass media is established.

The moratorium on alienation of the specified rooms and property does not extend to the rooms and property of editorial offices of the state and utility mass media which are in tax pledge or under administrative detention of assets.

Article 3. Temporarily, before entry into force of the law on reforming of the state and utility mass media, the moratorium on transfer of the specified rooms and property in lease or other use to physical persons and legal entities is established.

Article 4. Final provisions

1. This Law becomes effective from the date of its publication and voids from the date of entry into force of the law on reforming of the state and utility mass media.

2. Charge to Fund of state-owned property of Ukraine with the assistance of People's Deputies of Ukraine, deputies of local councils, representatives of public authorities to which sphere of management appropriate means of mass information belong:

within ten working days from the date of entry into force of this Law to constitute the list of premises of the editorial offices of the state and utility mass media which are forbidden to be alienated;

within twenty working days after creation of the specified list:

carry out inventory count of the respective rooms and property;

concerning each room documentary to determine legality of its stay in ownership and use;
