About approval of Industrial safety rules in production of footwear
According to the Law of Ukraine "About labor protection" I ORDER:
1. Approve Industrial safety rules in production of footwear (further - Rules) which are applied.
2. The order becomes effective from 01.02.2009.
3. With entry into force of the order to consider such which is not applied in the territory of Ukraine, NPAOP 19.3-7.11-84 OST 17-985-84 "Production processes of the companies of footwear industry. Safety requirements", approved by the Light Industry Ministry of the USSR.
4. To provide to the head of department of the organization of the state supervision in the AIC and the welfare sphere Tkachyov V. S. within five days submission of this order on state registration in the Ministry of Justice of Ukraine.
5. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter the order in the State register of regulatory legal acts on labor protection and to place on the web page of Gosgorpromnadzor.
6. To provide to the assistant department head of personnel, clerical work and special work of Kravtsyu V. Yu. publication of the order in mass media.
7. To impose control over the implementation of this order on the vice-chairman of Gosgorpromnadzor Dolmatov O. I.

1. These Rules extend to the companies, organizations, the organizations irrespective of their subordination and patterns of ownership, and also to physical persons - subjects of business activity (further - the companies) who are engaged in shoe production.
Requirements of these Rules are obligatory for accomplishment of shoe production by all companies, and also employees of the companies.
Rules regulate requirements of rather safe performance of works in engineering procedure of shoe production.
2. For prevention of injury rate, occupational diseases and accidents on production the employer shall according to the Law of Ukraine "About labor protection" create in each structural division, on each workplace of working condition according to regulations of the current legislation, and also provide fulfillment of requirements of the legislation concerning the rights of workers in the field of labor protection.
3. For the organization of accomplishment legal, organizationally the technical, sanitary and hygienic, social and economic and treatment-and-prophylactic actions directed to prevention of accidents, occupational diseases and accidents in the course of work, the employer shall create security service of work according to requirements of the Standard regulations on security service of the work approved by Gosnadzorokhrantrud's order of Ukraine of 15.11.2004 of N 255, registered in the Ministry of Justice of Ukraine 01.12.2004 for N 1526/10125 (NPAOP 0.00-4.21-04).
4. At the company instructions for labor protection according to requirements of the Regulations on development of instructions for labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 shall be developed (NPAOP 0.00-4.15-98).
5. On the basis of the List of works with the increased danger, Gosnadzorokhrantrud approved by the order of Ukraine of 26.01.2005 N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 232/10512 (NPAOP 0.00-8.24-05), taking into account specifics of production, the employer the corresponding lists of works with the increased danger which carrying out requires special training and annual examination concerning labor protection are developed and affirm.
6. The procedure for carrying out training and examination of officials concerning labor protection is determined by the employer according to the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05).
Workers, including officials who did not undergo training, instructing and examination concerning labor protection are not allowed to work.
7. Preliminary (during acceptance for work) and periodic (during labor activity) medical examinations of workers are performed according to article 17 of the Law of Ukraine "About labor protection" at the scheduled time according to the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.
8. The procedure of conducting investigation and accounting of accidents, occupational diseases and accidents shall be organized according to requirements of the Procedure for the investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112 (NPAOP 0.00-6.02-04).
9. At works with harmful and dangerous working conditions, and also the works connected with pollution or adverse temperature conditions, workers of shoe industry shall be provided free of charge on the established regulations with special clothes, special footwear and other individual protection equipment according to the Law of Ukraine "About labor protection", Regulations on procedure for providing workers with special clothes, the special footwear and other individual protection equipment approved by the order of Gosgorpromnadzor of Ukraine of 24.03.2008 of N 53, registered in the Ministry of Justice of Ukraine 21.05.2008 for N 446/15137 (NPAOP 0.00-4.01-08), and Regulations of free issue of special clothes, special footwear and other individual protection equipment to workers of shoe industry approved by the order of Gosgorpromnadzor of Ukraine of 29.10.2007 N 248 (NPAOP 19.3-3.01-07), registered in the Ministry of Justice of Ukraine 13.11.2007 for N 1265/14532.
It is not allowed to allow to work of workers who have no corresponding special clothes, special footwear and other individual protection equipment.
10. Individual protection equipment of workers shall meet the requirements of GOST 12.4.011-89 and safety requirements for this engineering procedure or work type in the presence of dangerous and harmful factors.
11. For protection of organs of hearing in case of the noise levels of 80 dB and above workers shall be provided with earplugs, antinoise earphones according to GOST 12.4.051-87, DSTU EN 352-1-2002.
12. During execution of the works connected with possibility of damage of eyes, workers shall be provided with goggles according to GOST 12.4.013-85.
13. Workers who work with the mechanized (pneumatic) hand tool need to issue remedies of hands from vibration according to requirements of GOST 12.4.002-97.
14. For protection of skin of hands protective creams, ointments, pastes according to requirements of GOST 12.4.068-79 shall be issued to workers.
15. After completion of work of individual protection equipment it is necessary to clear, disinfect, air, dry up, to obezzaryadit and so forth.
