1. Approve the enclosed Regulations on classification of characteristics of construction objects and procedure for carrying out the state architectural and construction supervision of construction objects, reconstruction and other changes of real estate objects in the Kyrgyz Republic.
2. Ceased to be valid the Order of the Government KR of October 12, 2009 No. 638.
3. To the ministries, the state committees, administrative departments, other executive bodies, local public administrations and local government bodies in two-month time to bring the regulatory legal acts into accord with this resolution.
4. Declare invalid the order of the Government of the Kyrgyz Republic of May 4, 2004 No. 338 "About approval of the Regulations on procedure for conducting the state architectural construction supervision behind quality of the construction performed with participation of foreign contract organizations in the territory of the Kyrgyz Republic".
5. This resolution becomes effective from the date of official publication.
6. To impose control over the implementation of this resolution on department of construction, transport and communications of Government office of the Kyrgyz Republic and the State agency of architecture and construction under the Government of the Kyrgyz Republic.

1. This Provision is developed according to the laws of the Kyrgyz Republic "About town planning and architecture of the Kyrgyz Republic", "About bases of technical regulation in the Kyrgyz Republic", "About procedure for conducting checks of subjects of entrepreneurship", the Presidential decree of the Kyrgyz Republic "About measures for optimization of allowing procedures in questions of designing and construction in the Kyrgyz Republic" of May 14, 2008 No. 164.

This Provision establishes classification of characteristics of construction objects, and also regulates procedure and procedures of carrying out the state architectural and construction supervision of construction objects, reconstruction, reshaping and re-plannings of real estate objects with changes of space-planning and constructive solutions of the existing construction objects, including objects of engineering communications and constructions.
3. Construction objects, reconstruction, reshaping and the re-plannings, real estate objects with changes of space-planning and constructive decisions requiring receipt of positive experimental testimony of the design estimates in the territory of the Kyrgyz Republic without fail are subject to supervision state architectural construction.
4. The state architectural and construction supervision is exercised for the purpose of safety, quality, seismic stability and operational reliability of construction objects, by conducting check of compliance of the performed works in the course of construction to requirements of technical regulations and the project documentation.
5. The state architectural and construction supervision is exercised by authorized state body on supervision and control in the field of architectural and construction activities and its territorial subdivisions behind objects with raised, high and average risk factors, and also behind objects which construction is performed at the expense of means of the republican or local budget.

7. The state architectural and construction supervision of construction of facilities in the territory of the Kyrgyz Republic is exercised according to the legislation of the Kyrgyz Republic.
