1. This Federal Law establishes the legal basis of implementation of navigation activities and is directed to creation of conditions for requirements satisfaction in navigation aids and services in the field of navigation activities.
2. Operation of this Federal Law extends to the relations arising in connection with implementation of navigation activities and rendering services in the field of navigation activities including creation of the state navigation charts, navigation charts for highways and sea navigation benefits, including for the purpose of ensuring defense and safety of the Russian Federation.
For the purposes of this Federal Law the following basic concepts are used:
1) navigation activities - the activities connected with determination and use of coordinate and time parameters of objects;
2) navigation aids - the technical means, devices and systems intended for forming of navigation signals, transfer, acceptance, processing, storage and visualization of navigation information;
3) objects of navigation activities - the objects equipped with navigation aids and (or) using navigation aids for the purpose of navigation activities and also the objects providing functioning of navigation aids;
4) services in the field of navigation activities - the activities directed to requirements satisfaction in navigation aids and their operation, and also in navigation information;
5) navigation signals with open access - the signals intended for the solution of tasks of coordinate and time and navigation providing without restrictions connected with the mode of the authorized access;
