This Law establishes the principles of civil defense, the right and obligation of state bodies and local self-government, the organizations (irrespective of their form of business), the citizens of the Republic of Armenia, persons which do not have nationality and foreign citizens (further - citizens) in the field of civil defense.

Chapter 1. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

civil defense - system of the actions directed to protection or preparation for protection of the population and material values in case of armed attack to the Republic of Armenia, availability of its direct threat, or declaration of war by National Assembly of the Republic of Armenia;

the territory carried to group on civil defense, the territory including the settlement, objects having special, especially important and historical and cultural value;

special objects especially importance - the objects of the increased danger of the state and strategic importance providing life activity of the population;

services of civil defense - the services created in state bodies and local self-government, the organizations for ensuring implementation within the competence of actions for civil defense;

forming of civil defense - the forming created in municipalities and the organizations which are equipped with the equipment provided for rescue and urgent emergency recovery operations, equipment, stock are intended for implementation of actions for civil defense and are not part of Armed forces and other troops of the Republic of Armenia;
