1. This Method of carrying out the analysis and assessment of condition of competitive environment in the market of financial services (further - the Technique) is developed for the purpose of realization of the basic provisions provided by the subitem 14) of Item 1 of article 39 of the Law of the Republic of Kazakhstan "About the competition" enacted since January 1, 2009 (далееЗакон) determines the procedure of carrying out the analysis and assessment of competitive environment in the market of financial services and is used in the cases requiring the analysis and assessment of condition of competitive environment in this goods market or provisions of subjects of the market on it including:

a) when carrying out market research of financial services for the purpose of determination of competitive situation in these goods markets (economic concentration) and forming of the State register of the subjects of the market holding the dominating or monopoly position (further - the Register);

b) in case of the state control of economic concentration;

c) in case of appeal to the court about forced separation (allocation) of the subjects of the market holding the dominating or monopoly position.

2. In this Technique the concepts determined by the laws of the Republic of Kazakhstan "About the competition" and "About state regulation and supervision of the financial market and the financial organizations" and also are used by other corresponding legal acts of the Republic of Kazakhstan.

3. Carrying out the analysis and assessment of condition of competitive environment in the market of financial services includes the following stages:
