Article 1. Subject of regulation of the Law

This Law governs the relations connected with provision to refugees on the property right of apartments in residential buildings, the houses of cottage type (further apartments) built in the territory of the Republic of Armenia at the expense of the government budget of the Republic of Armenia, foreign states and the international organizations for the refugees who are violently moved from the Azerbaijan Republic in 1988-1992 including persons from their number who obtained citizenship of the Republic of Armenia (further refugees).

Article 2. Limits of operation of the Law

Operation of this Law extends to those refugees who received the apartments built in the territory of the Republic of Armenia at the expense of the government budget of the Republic of Armenia, foreign states and the international organizations.

Article 3. The bases of provision of apartments on the property right

The basis for provision to refugees of apartments on the property right is the agreement on provision of the apartment signed between the state authorized body dealing with issues of refugees, relevant organ of local self-government (till June 30, 1996 executive committee of the relevant local council of deputies) and the refugee.

In case of lack of such agreement the basis for provision to refugees of apartments on the property right is the corresponding reference issued by the state authorized body dealing with issues of refugees.
