About the long-term Program of construction of small power plants for 2009-2020

Based on article 13 of the Constitutional Law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan", for the purpose of ensuring sustainable economic development and finding of energy independence the Government of the Republic of Tajikistan decides:

1. Approve the long-term Program about construction of small power plants for the period for 2009-2020 it (is applied).

2. To the Ministry of economic development and trade of the Republic of Tajikistan, the Ministry of Energy and Industry of the Republic of Tajikistan, the State Committee on investments and management of state-owned property of the Republic of Tajikistan and Open joint-stock holding company of "Barka Tochik" annually in case of development of the forecast of economic and social development with attraction of foreign investments, own means and opportunities of the government budget of the Republic of Tajikistan to take the measures providing accomplishment of this Program.

3. The Ministry of Energy and Industry of the Republic of Tajikistan Open for joint-stock holding company of "Barka Tochik", the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and areas to take necessary measures for accomplishment of the offered Program.

4. Consider No. 449 which voided the order of the Government of October 3, 2006 "About the long-term Program of construction of small power plants for 2007-2020".

5. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Tajikistan - the curator of industry.

Introduction

In pursuance of the President's letter of the Republic of Tajikistan Emomalii Rahmon in Machlisi Olya of the Republic of Tajikistan of April 25, 2008, the order and task the stated in the speech of the President of the Republic of Tajikistan about condition of energy industry of the country and further tasks after its development at meeting with workers of energy industry on June 17, 2008, the Ministry of Energy and Industry of the Republic of Tajikistan and State "Project Management Center of the Electroenergetic Sector" organization under the Government of the Republic of Tajikistan the advanced long-term Program of construction of small power plants for 2009-2020 is developed (further - the Program).

The Head of state it was provided in the Message that sustainable development of economy of the republic is impossible without complete energy independence. For the solution of this purpose the Government of the Republic of Tajikistan in every possible way promotes ensuring development of energy industry.

Interest in small-scale power generation in Tajikistan arose long before today. The first small hydroelectric power station (further - MGES), Varzobsky GES-1, 7, of MW was constructed by capacity in 1936 and functions so far. In 1949-1950 in the republic the "Scheme of use of hydroenergy resources of small water currents for electrification of agricultural industry of the Tajik SSR" which is intended for continuous electrification of all territory of the republic was developed.

One of the most known unconventional sources of energy is wind energy. Effective use of wind turbines is possible only at certain speed of wind - 5 m/s., that 2 appendices are shown in the table.

In Tajikistan to consider solar energy today as reliable source of receipt of the electric power commercially, it is unreal. But its use for receipt of low potential heat energy for application in life is possible and reasonable. The annual duration of sunshine in the territory of the republic fluctuates from 2000 to 3000 hours in year. Including in the made most habitable areas - the Gissar and Vakhsh valleys and in Sughd area - duration of sunshine exceeds 2700 hours in year.

The solar energy used for domestic needs is capable to provide the needs of the population for heat energy at size about 60-80 percent from Tajikistan required within 10 months in year in all territory.

I. Analysis of the real situation of small-scale power generation

Due to the reorientation to big power, the Program of construction of MGES in the republic was closed up and as a result by the Beginning of 90 years from their total quantity in operation there were only five stations.

For development of small hydropower in the republic there are all conditions providing its successful development. It is especially important that small waterways are almost regularly distributed on all territory of Tajikistan, their resources are huge (see the table 1).

It allows to say about possibility of mass construction of MGES by industrial method that it considerably reduces the price of all Program.

In case of complete use of hydroenergy resources of the small rivers, the acceptable amount of development of electrical energy can make 184,5 of one billion kW. hour a year (see the table 1).

Now on all region of the republic the 150th unit of MGES successfully works.

II. Purposes and tasks of the Program

Urgent economic tasks are electricity supply of number of the remote scattered large and small settlements in hard to reach areas, and also power generation on MGES without negative impact on ecology. Besides, important task is use for power generation of hydropotential of artificial water currents, and also the wind power and solar energy created for needs of agricultural industry and life of the population.

For the purpose of uninterrupted and reliable electricity supply of hardly accessible settlements the main task of program implementation is:

- development of hydroenergy resources of the small rivers and creation of the corresponding infrastructure;

- development of the feasibility study for construction of MGES;

- involvement of foreign and own investors for construction and reconstruction of MGES;

- determination of balance of requirement and power generation in hardly accessible settlements of the republic.
