About the status of refugees and displaced persons (persons moved within the country)
The basic concepts used in this Law have the following values:

the displaced person (person moved within the country) person forced to leave the permanent place of residence as a result of military aggression, natural and technogenic disasters in the territory of the Azerbaijan Republic and to move on other place.
To the citizen of the Azerbaijan Republic forced to leave on the basis specified in parts one of this Article, the permanent residence in other country and who arrived to the Azerbaijan Republic, the status of the displaced person can be provided by the decision of relevant organ of the executive authority.
The status of the refugee is not provided to the following persons:
to person who made as the crime against the world, war crime, crime against humanity and humanity is established according to international law;
to person who committed before entrance on the territory of the Azerbaijan Republic beyond its limits heavy or especially serious crime of non-political nature;
to person accused of making of the actions contradicting the purpose and the principles of the United Nations.
