About approval of the Technical regulation "Requirements to Safety of the Subways"

For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Safety of the Subways".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of the Subways"

1. Scope

1. This Technical regulation "Requirements to Safety of the Subways" (further - the Technical regulation) is developed for the purpose of implementation of the laws of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" and of April 3, 2002 "About industrial safety on hazardous production facilities".

2. Requirements of the Technical regulation extend to designing, construction, operation, preservation (liquidation) of the subways and establish safety requirements in case of accomplishment of production processes:

drivings of excavations, loading and transportation of mountain weight, construction of constructions open and underground by methods, preservation and liquidation of excavations;

operation of traveling, station facilities, railway vehicles of the operating subway;

life support in case of construction and operation of the subway, power supply, ventilation, water outflow, fire safety, the alarm system and communication.

3. Identification of dangerous conditions and assessment of expected exposure hazard of dangerous factors, including any hidden danger to passengers and service personnel, are carried out by the project and construction organizations, manufacturers of the equipment used in processes of accomplishment of mining operations and in case of operation of the subway.

2. Terms and determinations

4. In this Technical regulation the following terms and determinations are used:

1) the liquidation plan of accidents - the document determining set of actions for rescuing of people and liquidation of accident by in advance developed scenarios, procedure for the notification and action of officials of the organization for accident liquidation;

2) stage - the part of the line of the subway located between adjacent stations;

3) zabuchivaniye (zabutovka) - process of filling of space between крепью and development sidewalls concrete or other allowed material;

4) крепь - the artificial construction built in excavation for prevention of collapse of the containing breed and preserving cross-sectional area of development;

5) separate Item - the Item dividing the subway line into stages, block sites;

6) dimension of approach of the equipment - limiting cross outline in which no parts of the equipment placed in tunnel shall enter;

7) the automatic locomotive alarm system with automatic control of speed - system of the stationary and train devices providing transfer of alarm indications in cabin of control of train, continuous control of svobodnost of way and speed of movement of the train, automatic reduction of speed in case of its exceeding;

8) dimension of railway vehicles - limiting cross outline into which the railway vehicles shall fit;

9) kalotta - the upper part of tunnel intended for construction of svodovy obdelka;

10) excavation face - the surface of rocks moving in space with which their dredging is directly performed;

11) excavation - the artificial construction in crust created as a result of conducting mining operations;

12) cage - the device intended for descent and raising of people, rise in breed, the equipment and materials on mine trunk;

13) курбель - the handle for manual translation of centralized arrows;

14) zakhodka - the development of small extent, limited section which is directly adjoining the developed space, fulfilled for one pass of the extraction equipment;

15) timbering - set of elements and details for formation of form of monolithic concrete or steel concrete designs and constructions;

16) obdelka - capital крепь excavation, expected all useful life of underground construction;

17) busket - the lifting vessel applied in case of driving of trunks of mines and holes to rise in breed, descent of materials, rise and descent of people;

18) dimension of approach of structures - limiting cross contour in which no parts of structures (ledges of obdelka of tunnel, platform, column) shall enter tunnel axes;

19) shunting structure - the car, group of the cars linked among themselves or to the locomotive, the making maneuvers;

20) the self-rescuer - portable respirator of short-term action for emergency exit working from developments with air, unsuitable for breath;

21) the rising development - the vertical or inclined excavation serving for airing, movement of people, descent of breed, delivery of materials and the equipment;

22) the passport of carrying out, fixture - the document determining procedure for carrying out, fixture of excavation;

23) parachute devices - automatically the operating devices for catching, smooth stop and keeping of mine cages in case of break of lifting rope;

The train - the locomotive in link 24) to cars, having the established signals, assigned number and serviced by the driver;

25) safety shelves - shelves, constructed from tree, metal or concrete in mine trunk, and the employee for protection of the equipment and the people occupied on driving, fixture of trunk;

26) skip - the vessel intended for rise on mine trunk on the surface of rock;

27) the station - complex of constructions and devices on acceptance, departure of trains and servicing of passengers;

28) brake way - the distance passed by train from the moment of transfer of the handle of the crane of the driver, emergency brake in brake provision to complete stop;

29) tunnel - the horizontal underground development serving for transportation of people, mountain weight, materials and the equipment;

30) the route - the axis of the projectible line of the subway answering to the provision chosen by the project areas;

31) contact rail - the rail providing transfer of electrical energy from traction substations to current collectors of electrorailway vehicles;

32) microprocessor centralization of arrows - system of devices for remote control of shooters and signals of the station from one Item;

33) arrow - the part of the railroad switch consisting of frame rails, funnymen and the translated mechanism;

34) the tubing - element fix, the representing cylindrical segment with circular and radial stiffening ribs;

35) board driving - portable mechanized крепь;

36) lining - the protective coating of constructions, devices and the equipment protecting working surfaces from bystry depreciation;

37) mine trunk - the vertical or inclined excavation having exit to surface and intended for servicing of works on construction of underground constructions;

38) the mouth of trunk of the mine (tunnel) - the place of adjunction of underground development to surface;

39) adit - the horizontal excavation having direct exit to surface;

40) shtrossa - the lower part of tunnel (development) in which walls and tray of obdelka are put up.

3. Placement conditions in the market

5. Technical devices, materials are allowed to application on the subways according to the procedure established by the laws of the Republic of Kazakhstan "About industrial safety on hazardous production facilities" and "About technical regulation".

6. The construction materials, products and designs used in case of construction of construction objects of the subways shall correspond to the Technical regulation "Safety of Construction Materials, Products and Designs".

7. By delivery of the technical devices intended for the subways maintenance is provided by information in the state and Russian languages including the name of the country and manufacturer (contractor), admissible useful life (resource), method of application.

4. Safety requirements when designing

4.1. General requirements

8. When designing all possible dangers in case of accidents, refusals shall be identified external impacts, expected human errors taking into account statistical data of accident rate on similar objects, technical and economic indicators of construction and operation.

9. For all identified dangers the risk assessment settlement, experimental or analytical is carried out by methods.

10. Taking into account the carried-out risk assessment the package of measures for liquidation of risk or its reduction to admissible level in case of operation of the subway is determined.

11. In case of determination of admissible risks by the project organization are considered:

specifics of the subway;

reliability of the accepted technical devices;

quality of installation and construction works;

external natural impacts;

operational properties of the subways;

wrong actions of personnel;

impacts of possible effects of environmental pollution, violation of fertile soil layer, vegetable cover in case of construction, reconstruction, preservation and liquidation;

the striking risks of accidents (explosion, toxic defeat, environmental pollution) and violations of fertile soil layer, vegetable cover in case of localization of accidents and liquidation of their effects.

12. In case of impossibility of decrease in risk is lower than admissible level, the system of measures ensuring safety of life and health of the person and the environment is provided in the project.

13. When designing the subway in areas with seismicity more than 7 points on the Richter scale, shall be provided additional measures for seismostability of buildings, constructions and underground developments.

4.2. Requirements to project technical documentation

14. Designing of the subway is conducted in two stages:

the project of the line is developed and affirms;

on the basis of the approved project working documentation is developed.

15. In the project of the line of the subway solutions of all main questions concerning its construction and operation are given:

technical and economic feasibility and need of construction;

route of the line, its plan and profile, dimensions of tunnels;

engineering-geological conditions of construction;

locations of stations and transfer nodes;

designs of tunnel constructions, design of way and contact rail, the used devices of electric utility service, communication, automatic equipment and telemechanics, ventilation and plumbing fixtures;

organization of construction, works schedules, estimated cost and technical and economic indicators of construction.

Short data by all parts of the project with reasons for the made technical solutions and the main technical and economic indicators - the route extent, number of stations, train service frequency, the estimated cost of 1 km of the line are provided in the explanatory note to the engineering design.

16. The approved project of the line of the subway with the summary estimate is the basis for financing of construction, the order of the equipment and mechanisms and development of working documentation.
