The government of the Republic of Kazakhstan and the Cabinet of Ministers of Ukraine which further are referred to as with the Parties

aiming to strengthen the traditional friendly relations between two people according to provisions of the Treaty of friendship and cooperation between the Republic of Kazakhstan and Ukraine of January 20, 1994,

understanding danger which is born for both states by emergency situations,

recognizing that the cooperation in the field of the prevention of emergency situations and liquidation of their effects can promote improvement of welfare and safety of both states,

considering advantage which exchange of scientific and technical information in the field of the prevention of emergency situations and liquidation of their effects can have for the Parties,

in view of possibility of emergency situations which effects cannot be liquidated by forces and means of one of the Parties, and the need for the coordinated actions of the Parties caused by it for the purpose of the prevention of emergency situations and liquidation of their effects,

agreed as follows:

Article 1. Determinations

The terms used in this agreement have the following values:

the requesting Party - the Party which appeals to other Party about the direction of rescue units with corresponding equipment and materials of providing;

the providing Party - the Party which grants request of other Party for the direction of rescue units with corresponding equipment and materials of providing;

rescue units or rescuers - groups of specialists, including the military personnel of troops of civil defense militarized and not paramilitary forces participating in actions for the prevention and liquidation of emergency situations;

equipment - the equipment, vehicles, the special equipment, tools and devices necessary for rescue and emergency recovery operations,

providing materials - the appliances intended for free distribution among the population, injured natural disaster or accident;
