emphasizing importance of the fastest and complete implementation of the Action program on prevention and eradication of illegal trade in small arms and light weapons in all its aspects and fight against it which was accepted at the Conference of the United Nations on problem of illegal trade in small arms and light weapons in all its aspects;

with satisfaction noting the regional, subregional and national efforts made in support of implementation of the Action program and highly appreciating the progress made for last five years;

expressing commitment to the high purposes of the Action program and readiness in every possible way to promote their achievement,

informs conferees that state members of the CSTO took the following measures for implementation of the Action program:

- made the agreed decisions concerning small arms and light weapons within the Collective Security Treaty Organization;

- enhanced the national legal system in the field of export control;

- promoted development, acceptance and implementation of measures of regional nature within OSCE; participate in projects implementation of OSCE, the excesses of small arms and light weapons directed to destruction and increase in safety of its storage;

- in voluntary procedure undertake measures for liquidation of excesses of inventories of the mobile surface-to-air missile systems (MSTAMS) and approved additional measures for control of this type of weapon for the purpose of prevention of its hit in hands of non-governmental structures and organizations, including the international terrorists;
