1. Approve Regulations on interconnection according to appendix.

2. Cancel:

The regulations on interconnection approved by the Resolution of Administrative board of the National agency on regulation in the field of telecommunication and information science No. 02 of March 13, 2002 (The official monitor, 2002, 59-61, Art. 140);

Provision No. 21 of October 20, 2003 on approval of changes in the Regulations on interconnection approved by the Resolution of Administrative board of the National agency on regulation in the field of telecommunication and information science No. 02 of March 13, 2002 (The official monitor, 2003, 221-222, Art. 302);

REGULATIONS ON INTERCONNECTION

The regulations on interconnection are developed on the basis of Art. 40-(5) of the Law on electronic communications No. 241-XVI of 15.11.2007. (Official monitor of the Republic of Moldova, 2008, No. 51-54, of the Art. 155).

I. GENERAL PROVISIONS

1. This Provision establishes the principles and the procedure of interconnection of networks and/or services of electronic communications public, further - networks and/or services, provision of access to networks and the accompanying infrastructure, including subscriber loop / subloop, for the purpose of:

1) renderings of services of electronic communications;

2) stimulations of the competition in the market of networks and services;

3) ensuring communication between end users of the mutually connected networks and services;

4) ensuring the transparent and not discriminating interconnection and interaction of networks and services;

5) ensuring protection of the rights of users.

2. Can perform and participate in interconnection of networks and/or services, to use access to networks and the accompanying infrastructure, including subscriber loop / subloop, daleevzaimopodklyucheniye and access, only suppliers of networks and/or services of the electronic communications authorized in the conditions of the mode of the general permission provided by the Law on electronic communications, further - suppliers.

3. For the purpose of this provision of concept mean:

subscriber subloop - the site of subscriber loop which connects the terminal place of presence of the subscriber and point of connection or point of the intermediate access specified in network;

the main distributor - the most remote from the place of presence of the subscriber the distributor servicing the corresponding subscriber at the level of whom it is possible to determine point of access to subscriber loop;
