For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Safety of Construction of the Land and Sea Production Facilities Connected with Oil Operations".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Construction of the Land and Sea Production Facilities Connected with Oil Operations"

1. Scope

1. This Technical regulation "Requirements to Safety of Construction of the Land and Sea Production Facilities Connected with Oil Operations" (further - the Technical regulation) establishes requirements to safety of construction of the land and sea production facilities connected with oil operations, their designings shown to processes, construction and installation, reconstruction, repair.

Objects of technical regulation in this Technical regulation are:

1) the land and sea production facilities connected with oil operations. Treat them - the drilling rig, well, sites of preparation of oil, pumping and compressor stations, components and component parts of complex of installations and constructions located by land and by sea, intended for production and primary preparation of hydrocarbons including the connecting systems determined by the project; field pipelines and their linear constructions; pumping station of oil and other objects (daleeproizvodstvenny objects);

2) design processes, constructions and installation, reconstruction, repair of production facilities.

2. Objects of technical regulation of this Technical regulation are identified for the purpose of application of its requirements for the following criteria:

1) by types and structure of the project documentation on production facilities;

2) by types of the installation and construction works realized according to the procedure, established by the legislation in the field of architectural, town-planning and construction activities;

3) on functional purpose according to the design estimates according to the legislation in the field of architectural, town-planning and construction activities.

3. The major dangerous factors (risks) which it is necessary to avoid in case of construction and installation, reconstruction, repair of production facilities are:

1) the building site which is not corresponding to the design estimates - the prime cause of the accidents caused by fall of different materials or collision of workers with installations and the equipment;

2) the lack of space limiting freedom of movement of workers and transport and creating conditions for accidents;

3) fall of people through onboard barrier: handrail and the protecting boards at open edges of overlappings and working platforms;

4) fall, slipping of workers about the equipment, tools and materials in disorder scattered on the building site;

5) when conducting land works - blockage of workers in ditch, trench as a result of collapse of walls, fall of the different materials or objects putting injuries to workers, fall in ditch of workers;

6) receipt of heavy burns during earthwork on building sites as a result of accidental damage of the underground electric cables which are energized;

7) gap of ropes, safety grids, safety belts and belts;

8) during the work on water or near water there is danger to fall in it and to drown or be the carried-away current;

14) the obstacles in transits of fire and rescue groups which are not provided by the project to production facility;

15) tectonic violations around drilling operations and opening of zones with abnormally high reservoir pressure;

16) movements of soil and availability of washouts;

The electrostatic categories arising in the conditions of explosive environments can lead 17) to explosions and the fires, and emergence of high potentials poses hazard to life of service personnel;

18) emergence of the fire and explosion in case of depressurization of processing equipment or pipelines, in case of abuse of regulations of safe engineering in the course of construction and installation, reconstruction and repair of production facilities;

19) injuring of workers the rotating and moving parts of pumps, compressors and other mechanisms in case of absence or defect of barrier;

20) defeat by electric current in case of violation of isolation of current carrying parts of electric equipment, defect of grounding, non-use of individual protection equipment;

21) the increased noise levels and vibrations;

22) insufficient illumination of the working area;

23) possibility of the fall of workers and tools in case of equipment maintenance located at height;

24) availability or possibilities of allocation in air of the working area of toxic, explosive and flammable substances in the form of dust and/or gas in the quantities capable to cause sharp or chronic poisoning of people, explosion or fire;

25) the accidents on production facilities and their linear constructions connected with emission and vylivy under pressure of dangerous chemical or pozharovzryvoopasny substances, leading to emergence of technogenic emergency situation;

26) origin and development of gas, oil and water shows because of disbalance of reservoir pressure the hydrostatic pressure of column of solution in well trunk.

4. Requirements of this Technical regulation do not extend to processes of operation and liquidation of production facilities.

2. Terms and determinations

5. In this Technical regulation the basic concepts used in legal, normative, legal acts in the field of the oil industry, technical regulation and in the field of architectural, town-planning and construction activities are applied, the following terms and determinations are in addition used:

1) classification society - the organization performing engineering certification and classification of courts;

2) construction - construction object (all platforms, stationary or portable, drilling rigs (including floating), wells, pipelines, buildings and other production facilities which are directly used by search, investigation, production of underground resources of seabed and development of oil fields), intended for accomplishment of general functions of production process;

3) risk assessment - general process of risk analysis and estimation of risk;

4) safety - lack of the unacceptable risk connected with possibility of causing damage;

5) the environment - set of natural and artificial objects, including atmospheric air, ozone layer of Earth, surface and underground water of the earth, subsoil, animal and flora, and also climate in their interaction;

6) competent authority - the state body determined by the Government of the Republic of Kazakhstan and acting on behalf of the Republic of Kazakhstan in implementation of the rights connected with the conclusion and execution of contracts;

7) the protivovybrosovy equipment is the complex consisting of assembly of preventers, the manifold and hydraulic control of preventers, intended for management of the showing well for the purpose of providing safe working conditions of personnel, prevention of open fountains and environmental protection from pollution;

8) the contractor - the physical person or legal entity which signed the contract for carrying out oil operations with competent authority;

3. Product circulation conditions in the market of the Republic of Kazakhstan

Production facilities shall conform to requirements of the Ecological code of the Republic of Kazakhstan of January 9, 2007, the Labor code of the Republic of Kazakhstan of December 19, 2007 and the laws of the Republic of Kazakhstan: of June 28, 1995 "About oil", of January 27, 1996 "About subsoil and subsurface use", of November 22, 1996 "About fire safety", of April 23, 1998 "About radiation safety of the population", of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan", of April 3, 2002 "About industrial safety on hazardous production facilities", of December 4, 2002 "About sanitary and epidemiologic wellbeing of the population" and this Technical regulation, and also to the safety requirements established in other technical regulations concerning them and normative and technical documents.

7. The structure and priority of commissioning of production facilities are determined by the legal entity who approved the project according to requirements of normative and technical documents. At the same time as a part of objects the systems ensuring the labor safety, production sanitation, observance of standard rates of quality of the environment, recultivation of lands, rational use of natural resources provided by the project shall be provided.

8. Complex check of readiness of industrial facilities for commissioning is performed by the working commission appointed by the decision of the customer.

At the same time it is necessary:

1) to check the performed installation and construction works and the mounted equipment for compliance to the project documentation approved in accordance with the established procedure to requirements of the specifications and technical documentation and the existing standards in the territory of the Republic of Kazakhstan;

2) to check availability and reliability of acts of the technical commissions on commissioning of systems (elements and segments) of object;

3) to establish readiness (unavailability) of production facility for the beginning of operation.

9. By results of work it is necessary to draw up in the procedure established by the legislation the Conclusion about complex check of the production facility put into operation with indication of readiness (unavailability) for commissioning.

10. Acceptance for operation of the constructed production facilities is performed by inspection in case of complete production readiness of objects according to the current legislation in the field of architectural, town-planning and construction activities in the Republic of Kazakhstan.
