According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Industrial safety rules in hardware production (further - Rules) which are applied.

2. With entry into force of the order to consider such which are not applied in the territory of Ukraine, the "Safety rules for hardware production" approved by Minchermet of the USSR 18.04. 78, and OST 14.67-80 "SSBT. Production of nails from wire. Safety requirements", the USSR approved by the order of Minchermet of 29.12.80 N 1230.

3. To the head of department of the organization of the state supervision in metallurgy, power, construction and Ivanchenko V. I. boiler inspection. in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To the head of department of normative and legal and legal providing Prokhorov V. V. to include this order in the State register of regulatory legal acts on labor protection.

5. To provide to the assistant department head of personnel, clerical work and special work of Kravtsyu V. Yu. publication of the order in mass media.

6. To impose control over the implementation of this order on the Acting First Deputy Chairman of Gosgorpromnadzor Dengin A. P.

Industrial safety rules in hardware production

I. General provisions

1. Application industry

These Rules determine safety requirements for the companies and the organizations during designing, construction, installation (dismantle), development of machines and the equipment, operation of objects, repair, reconstruction and production of hardware.

Action of these Rules extends to all subjects of managing who perform works concerning designing, production, reconstruction, installation, repair, technical diagnosing and operation during production of hardware.

2. Terms and determinations of concepts

Terms and determinations which are used in these Rules have such values:

the nerd - one of the main mechanisms of the metalweaver's machine which is used for movement (surf) of utokovy wire to the upper part of grid and giving of utokovy core in grid;

3. General requirements

3.1. Organizational actions of providing safe working conditions

3.1.1. The existing regulatory legal acts in metallurgical industry extend to the companies of hardware production.

3.1.2. According to article 5 of the Law of Ukraine "About labor protection" all workers shall be informed by employer, on receipt, on working conditions at the company, availability on workplace where they will work, dangerous and harmful production factors which are not eliminated yet, possible effects of their influence on health and about the rights of workers to privileges and compensations for work in such conditions according to the current legislation and the collective agreement.

3.1.3. During production of hardware (further - metal products) belong to dangerous and harmful factors: moving parts of production equipment; procurements and products which are transported; machines and mechanisms which move; the increased levels of dust content, gas contamination, vibration and noise; electric current; sharp edges, agnails on the surface of procurements, tools and the equipment; straight line and the reflected radiant energy during electric welding and testing of ready electrodes and powder wire; the increased temperature of surfaces of the equipment and materials; explosion-fire-hazardous and chemical hazardous substances.

3.1.4. In rooms where the equipment for production of metal products is placed, microclimatic conditions and lighting shall meet the requirements of Sanitary standards of microclimate of the production rooms approved by the resolution of the Chief health officer of Ukraine of 01.12.99 N 42 (further - DSN 3.3.6.042-99), and GOST 12.2.003-91 "SSBT. Production equipment. General requirements of safety".

3.1.5. In workshops and on sites of the packed-up casting, molotopressovy, woodworking, thermal; cold processing of metals, cleaning and cutting by the abrasive tool; electrowelding works, gas-fire metal working the organization of works shall be carried out according to requirements of the existing regulatory legal acts.

3.1.6. The levels of vibration and noise influencing workers shall meet the requirements of Sanitary standards of production noise, ultrasounds and infrasound approved by the resolution of the Chief state health officer of Ukraine of 01.12.99 N 37 (дальшеДСН 3.3.6.037-99), State sanitary standards of production general and local vibration approved by the resolution of the Chief state health officer of Ukraine of 01.12.99 N 39 (дальшеДСН 3.3.6.039-99) GOST 12.1.012-2004 "SSBT. Vibration safety. General requirements", GOST 12.1.003-83 "SSBT. Noise. General requirements of safety".

3.1.7. Ergonomic requirements to workplaces during execution of works, sitting SSBT shall meet the requirements of GOST 12.2.032-78 ". Workplace in case of performance of works sitting. General ergonomic requirements", and during execution of works, costing - GOST 12.2.033-78 "SSBT. Costing workplace in case of performance of works. General ergonomic requirements".

3.1.8. The hazardous substance content, sizes of radiant and convection heat, meteorological parameters of air on workplaces of production rooms shall not exceed the values specified in DSN 3.3.6.042-99 and GOST 12.1.005-88 "to SSBT. General sanitary and hygienic requirements to air of the working area".

3.1.9. The organization of investigation and accounting of accidents, occupational diseases and accidents is performed according to requirements of the Procedure for the investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112 (further - NPAOP 0.00-6.02-04).

3.1.10. All operating plants on production of hardware shall have the instructions approved by the employer:

technological;

on labor protection for workers of each profession;

on repair and cleaning of the equipment.

3.1.11. In each structural division of the company there shall be list of the existing instructions for labor protection approved by the employer.

3.1.12. Instructions for labor protection shall meet the requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 (NPAOP 0.00-4.15-98), the Procedure for study and approval of regulations by the owner about labor protection which act on the company, the State committee of Ukraine on supervision of labor protection approved by the order of 21.12.93 of N 132, registered in the Ministry of Justice of Ukraine 07.02.94 for N 20/229 (NPAOP 0.00-6.03-93).

3.1.13. Technological instructions for workers shall have the requirements providing safe conducting engineering procedures according to GOST 3.1120-83 "to ESTD. General rules of reflection and execution of safety requirements of work in technological documentation".

3.1.14. According to article 17 of the Law of Ukraine "About labor protection" the employer shall organize carrying out preliminary (during employment) and periodic (during labor activity) medical examinations of the workers occupied on heavy robots, robots with harmful or dangerous working conditions.

3.1.15. All workers during ustraivaniye for work and periodically during labor activity shall have medical examinations according to the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.

3.1.16. For providing in workshops of metal products of safe working conditions and production sanitation it is necessary to follow requirements of the State sanitary standards and the rules in case of performance of works in not switched off electroinstallations up to 750 kV inclusive approved by the order of the Ministry of Health of Ukraine of 09.07.97 of N 198, of the State sanitary standards and rules during the work with sources of electromagnetic fields approved by the order of the Ministry of Health of Ukraine of 18.12.2002 of N 476, registered in the Ministry of Justice of Ukraine 13.03.2003 for N 203/7524 (further - ДСанПиН 3.3.6.096-02), and GOST 12.1.002-84 "SSBT. Electric fields of industrial frequency. Admissible levels of intensity and the requirement to monitoring procedure on workplaces".

3.1.17. Workers who are busy with designing, production, installation, adjustment, repair, reconstruction, diagnosing and operation of objects for production of metal wares (metal products) shall undergo training, examination and instructing in questions of labor protection according to Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05).
