The Verkhovna Rada of Ukraine decides:

1. Approve the Nation-wide program of ensuring prevention of HIV infection, treatment, leaving and support of HIV-positive people and patients with AIDS for 2009-2013 which is applied.

2. This Law becomes effective from the date of its publication.

GENERAL PART

The international experience demonstrates that spread of HIV infection/AIDS leads to life expectancy reduction, increase of need for medical services, aggravation of problems of poverty, social inequality and orphanhood which overcoming requires permanent increase in expenses from the government budget.

On statistical data, as of January 1, 2008 in Ukraine more than 122 thousand HIV-positive citizens are registered. Only for 2007 their quantity increased on 17 669 people that is 10 percent more, than in 2006. The estimative indicator of prevalence of HIV infection among adult population is one of the highest in the European region and constitutes percent 1,63. On HIV/AIDS of the World Health Organization the condition of prevalence of HIV infection/AIDS in Ukraine is classified by criteria of the Integrated program of the UN as the concentrated epidemic. Use of injecting drugs remains basic reason of spread of HIV infection.

Because the vast majority of HIV-positive people are faces of able-bodied and reproductive age, epidemic negatively influences social and economic development of the country and creates threat of homeland security.
