We, Ministers of Foreign Affairs of state members of the Collective Security Treaty Organization, note the extreme importance of further active and profound development of partner cooperation within the CSTO for the purpose of strengthening of global safety and strategic stability, joint counteraction to the arising threats to peace, including the international terrorism and distribution of weapons of mass destruction. At the same time we proceed from need of preserving and further development of key arrangements in the field of the strategic offensive arms (SOA) forming for several last decades basis of maintenance of the international stability and safety.

We regard accomplishment by the State Parties of the agreement obligations about the START as big stride on the ways of nuclear disarmament, real contribution to realization of the purposes fixed in the article VI of the Nuclear Non-Proliferation Treaty.

We welcome the intention of two countries fixed in the Sochi declaration on strategic framework of the Russian-American relations of April 6, 2008 to perform reducing strategic offensive potentials to the minimum possible level, and also to continue development of the legally binding arrangement on replacement of the Agreement on the START expiring on December 5, 2009.

We consider that such arrangement could incorporate all the best of the current agreement about the START and at the same time fix the new, lower, subject to check levels as on strategic missiles (intercontinental ballistic missiles, ballistic missiles of submarines, heavy bombers), and warheads placed on them.

Are convinced that achievement of the specified arrangement would provide stability and predictability in the strategic relations of the largest nuclear countries, would strengthen confidence in promotion in elimination of nuclear weapon in the world forward.
