Ministers of Foreign Affairs of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan, having comprehensively discussed situation in Afghanistan and around it, note certain progress of Transitional Administration of this country in the state construction, effective fight against extremist forces, specify the leading role of the United Nations in international efforts on assistance to the Afghan people in recovery of the country, declare full support of the measures for strengthening of stability and safety undertaken by the international community in Afghanistan.

At the same time, it is necessary to state that for last two years it was not succeeded to reach noticeable stabilization in the country, to reduce the level of internal intensity, to achieve certain results in economic revival. The special alarm is caused the growing narcothreat coming from Afghanistan, ongoing activity of extremist groups.

State members of the DKB Organization, including themselves integral part of the international anti-terrorist coalition, will increase cooperation of the Foreign Ministries, law enforcement agencies and intelligence agencies in the solution of questions of post-war arrangement of Afghanistan.

Along with need of activation of efforts on terrorism eradication special importance in this work is acquired by task of elimination of its social base, recovery and reconstruction of national economy. Having necessary potential and scientific and technical production, state members of the DKB Organization intend to draw the coordinated line in questions of recovery of economic objects in Afghanistan, first of all built with technical assistance of the former USSR, training, transit of goods, adjustments of economic and humanitarian cooperation, will consult with each other on these questions. Special attention will be paid to building-up of interaction of the state members of the DKB Organization in fight against narcothreat and danger of extremism coming from Afghanistan.
