About fundamentals of town planning
This Law creates the legal base of town-planning activities in the field of effective forming of systems of resettlement, planning, building and improvement of the territories, the cities and other settlements, development of their production, social, engineering, transport infrastructures, rational environmental management, preserving historical and cultural heritage and the environment, governs the town-planning relations, establishes powers of state bodies, physical persons and legal entities in town-planning activities for the purpose of ensuring life activity of the population with favorable conditions.
The basic concepts used in this Law express the following values:
the town planning (town-planning activities) is activities of relevant organs of the executive authority, legal entities and physical persons in planning, design, construction and reconstruction of town planning with condition of effective placement of production forces and taking into account national, cultural and historical peculiarities, ecological, geological, hydrogeological, seismic requirements in the territorial and space organization of system of resettlement;
the urban policy is purposeful activities of the state in the field of town planning on creation of the favorable habitat of the population taking into account historically created systems of resettlement, national traditions and other local features, perspectives of social and economic development of society, climatic and ecological conditions;
the town-planning forecast - identification of the direction of development of the territories, the cities and other settlements in analysis result of conditions of town planning, economic, social, ecological, technical situation, the existing condition production, social, engineering (water, the sewerage, heating, gas, electricity, communication, etc.) and transport infrastructures;
