Increase in level of living in the Azerbaijan Republic as a result of the undertaken successful political and economic reforms and the rapid development observed in all areas, having caused significant increase in number of the foreigners arriving to the country from year to year, caused intensification of migratory processes.
For the purpose of strengthening of the state control over migratory processes necessary regulatory legal acts were adopted, number of institutional and organizational measures is performed, electronic information resources for enhancement of the services rendered in the field of entry of foreigners into the country and their departure from the country, registration at the place of residence are created.
At the same time, because of complexity of procedures of receipt of the corresponding permissions and registration the foreigners arriving to our country are forced to address to different bodies.
For the purpose of enhancement of the controling mechanism migration, simplifications of the procedure of provision of the corresponding permissions to the foreigners and stateless persons arriving to the Azerbaijan Republic on accommodation and occupation labor activity in the territory of the country on legal causes, their registration at the place of residence, ensuring transparency in the field I decide:
1. Since July 1, 2009 to apply the principle of "one window" in management of migratory processes.
2. Implementation of powers of single state body by the principle of "one window" under management of migratory processes to charge to the Public migratory service of the Azerbaijan Republic.
3. Due to the use of the principle of "one window" under management of migratory processes to charge to the Public migratory service of the Azerbaijan Republic accomplishment of the following obligations:
