recognizing need of preserving the surrounding environment and rational use of natural resources,

according to the Agreement between the Russian Federation and Ukraine on the status and conditions of stay of the Black Sea Fleet of the Russian Federation in the territory of Ukraine of May 28, 1997 and the Agreement between the Government of the Russian Federation and the Government of Ukraine on the settlement connected with the Section of the Black Sea Fleet and stay of the Black Sea Fleet of the Russian Federation in the territory of Ukraine of May 28, 1997.
