Council of heads of states of the Commonwealth of Independent States solved:

1. Agree with conceptual provisions of the Mechanism of implementation of decisions of Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States it (is applied).

2. Charge to Council of Foreign Ministers of state members of the Commonwealth of Independent States to develop together with the Executive Secretariat of the Commonwealth on the basis of conceptual provisions the project of the Mechanism of implementation of decisions of Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States and to submit it for acceptance of the final decision for consideration of Council of Heads of Government of the Commonwealth.

It is made in the city of Moscow on April 2, 1999 in one authentic copy in Russian. The authentic copy is stored in the Executive Secretariat of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.
