Baku declaration of the Russian Federation and the Azerbaijan Republic

President of the Russian Federation and President of the Azerbaijan Republic,

having comprehensively considered condition and prospects of the Russian-Azerbaijani relations,

relying on traditions of centuries-old friendship, community of historical destinies of the Russian and Azerbaijani people,

based on the Treaty of friendship, cooperation and mutual safety between the Russian Federation and the Azerbaijan Republic of July 3, 1997 having fundamental value for the bilateral relations and which laid the foundation of strategic partnership between two countries

understanding the responsibility for the present and the future of the Caucasus,

being convinced that strengthening of the Russian-Azerbaijani friendship and strategic partnership is important factor of ensuring regional security and development of cooperation,

expressing special concern in lack of regulation of the conflicts in the region creating obstacles to normal development of the states, their large-scale economic and other interaction

proceeding from readiness to support permanent and close contacts between bosses of two states, to conduct regular exchange of opinions on the major bilateral, regional and international problems,

firmly adhering to the universally recognized norms of international law, the Charter of the UN, the Helsinki Final act and other documents of OSCE,

declare as follows:

The Russian Federation and the Azerbaijan Republic are full of determination to remove bilateral ties on the new, higher level of strategic partnership on the basis of the principles of mutual respect of their state sovereignty and independence, equality and non-interference to internal affairs of each other, nonuse of force or threat of force, territorial integrity, inviolability of borders, peaceful settlement of disputes, respect of human rights and fundamental freedoms, fair accomplishment of obligations, and also other universally recognized norms of international law. They will give support to efforts of each other in implementation of economic reforms and democratic transformations.
