aiming at strengthening of the traditional friendly relations between two people according to the Treaty of friendship, cooperation and mutual safety between the Russian Federation and the Azerbaijan Republic of July 3, 1997,

recognizing that the cooperation in the field of the prevention and liquidation of emergency situations will help welfare and safety of both states,

understanding danger which is born for both countries by emergency situations,

considering that exchange of scientific and technical information in the field of the prevention and liquidation of emergency situations is of mutual interest,

proceeding from the coherence of ecological systems of both countries requiring implementation of interaction according to the prevention and liquidation of emergency situations, and also the organization of monitoring of the environment

in view of possibility of emergency situations which cannot be liquidated by forces and means of one of the Parties, and the need for the coordinated actions of both states for the purpose of the prevention and liquidation of emergency situations,

agreed as follows:

Article 1. Determinations

The terms used in this agreement mean the following:

"the requesting Party" - the Party which appeals to other Party about the direction of groups on assistance, equipment and materials of providing;

"the providing Party" - the Party which grants request of other Party for the direction of groups on assistance, equipment and materials of providing;

"competent authority" - the body appointed by each of the Parties for management and coordination of the works connected with implementation of this agreement;

"group on assistance" - the organized group of specialists of the providing Party intended for assistance and provided with necessary equipment;
