The government of the Russian Federation and the Government of the Azerbaijan Republic which are hereinafter referred to as with the Parties
proceeding from need of creation of conditions for wide and free dissemination of information on social and political, economic and cultural life of two countries,
considering need of providing to journalists and other media men of legal protection and favorable conditions for implementation of their professional activity,
being guided by provisions of the Universal Declaration of Human Rights of 1948 and the International Covenant on Civil and Political Rights of 1966,
wishing to promote accomplishment of provisions of the Final act of the Organization for Security and Co-operation in Europe of 1975 and the subsequent documents of OSCE concerning cooperation in the field of information and the humanitarian sphere
agreed as follows:
1. The concepts used in this agreement mean the following:
"foreign correspondents" - correspondents of the mass media (the agencies, newspapers, magazines, other periodic printing editions, radio, television) registered in the Russian Federation who will be accredited in the Azerbaijan Republic, and correspondents of the mass media registered in the Azerbaijan Republic who will be accredited in the Russian Federation;
"the state of accreditation" - the state in which the foreign correspondent is accredited;
"authorized bodies" - the central state bodies performing regulation of questions of accreditation and activities of foreign correspondents in the territory of the state of accreditation.
2. As foreign correspondents citizens of the states of the Parties can be accredited.
