1. General provisions

1.1. This Provision determines procedure for forming and budget implementation of Eurasian economic community (daleebyudzht Communities), financial planning, financing, accounting and the reporting of interstate (intergovernmental) bodies of EurAsEC (further - bodies of Community), and also control of its execution.

1.2. The budget of Community is the main financial plan of forming and use of the money aimed at providing activities of bodies of Community and carrying out in compliance with decisions of Interstate Council (daleemezhgossovt) joint actions of state members of Community (further - the Parties).

1.3. The budget of Community is created at the expense of contributions of the Parties.

1.4. Currency of the budget of Community is the currency of the Russian Federation - Russian ruble.

1.5. The main manager and responsible for expenditure of budget funds of Community is the Integration Committee of EurAsEC (further - Integration Committee). Bodies of Community are managers of assignments on expense budgets of these bodies.

1.6. Ensuring forming and budget implementation of Community is performed by Integration Committee.

1.7. For the purposes of this provision the following basic concepts are used:

the budget - form of education and expenditure of fund of the money intended for financial provision of tasks and functions of bodies of Community;

budget discipline - procedure for payment transfer, obligatory for all Parties, working bodies and officials, in the budget of Community and expenditure of budgetary appropriations;

budget classification of the budget of Community - the systematized group of the income and expenses of the budget of bodies of Community providing comparability of its indicators;

budget list - the document on quarterly income distribution and budget expenses establishing distribution of budgetary appropriations between receivers of budgetary funds and constituted according to budget classification;

budget process - systematic process on creation, consideration, approval and budget implementation of Community;
