Article 1. Determine that till January 1, 2010 action of Items 3 and 4 of Article 132 and Items 3 and 4 of Article 139 of the Budget code of the Russian Federation does not extend to provision of subsidies from the federal budget to budgets of subjects of the Russian Federation and to provision of subsidies from budgets of subjects of the Russian Federation to local budgets according to the decisions made respectively by the Government of the Russian Federation and the supreme executive bodies of the government of subjects of the Russian Federation in case of implementation of measures for support of the labor market and industries of economy of the Russian Federation in the cases established by the Federal Laws or the laws of subjects of the Russian Federation.
Article 2. This Federal Law becomes effective from the date of its official publication and extends to the legal relationship which arose since January 1, 2009.
