This Law establishes rules of appeal in court of the decisions and actions (failure to act) breaking the fixed Constitution of the Azerbaijan Republic and international treaties supported by the Azerbaijan Republic, the rights and freedoms of citizens of the Azerbaijan Republic and also governs the relations arising in connection with judicial providing the rights and freedoms of citizens.

Foreigners and stateless persons can appeal to the relevant court in the procedure established by this Law if other procedure is not provided in the interstate agreements supported by the Azerbaijan Republic.
