Procedure for holding unified state examination

I. General provisions

1. This Procedure determines rules of the organization and holding the unified state examination in the territory of the Russian Federation and beyond its limits, including participants of the unified state examination, their right and obligation, procedure for test of examination-papers, giving and considerations of appeals, the organizations of system of public observation and control.

2. The unified state examination (further - the USE) represents form of objective quality evaluation of training of persons who mastered educational programs of the secondary (complete) general education, with use of tasks of the standardized form (control measuring materials) which accomplishment allows to establish the level of development of the federal state educational standard of the secondary (complete) general education by them (Item 4.1 of article 15 of the Law of the Russian Federation of July 10, 1992 N 3266-1 "About education". II. Participants of the USE

4. Participants of the USE are:

the students who mastered the main general education programs of the secondary (complete) general education and allowed in accordance with the established procedure to the state (final) certification (further - graduates of the current year);

the students of educational institutions of primary professional and secondary professional education who mastered the federal state educational standard of the secondary (complete) general education within the main professional educational programs;

the graduates of educational institutions of last years having the document of the state sample on secondary (complete) general, primary professional and secondary professional education including persons at whom effective period of earlier received certificate on results of the USE did not expire (further - graduates of last years);
