About education of persons with the needs for special conditions of education

This Law regulates legal, organizational and financial basis of obtaining by persons with the needs for special conditions of education according to their capabilities and abilities, and also the rights and obligations of participants of the relations in the field of the organization of formation of persons with the need for special conditions of education.
In this Law the following basic concepts are used:
persons with the needs for special conditions of education - person whose features of physical and (or) intellectual, mental development interfere with assimilation of educational programs without availability of special conditions of education;
special conditions of education - the special educational programs and training methods, individual technical means of training, living environment necessary for the organization of education and training of person with the needs for special conditions of education, and also pedagogical, social and other services without which assimilation of general education and professional educational programs by persons with the needs for special conditions of education difficult or is impossible;
special educational programs - the content, professional orientation and amount of necessary knowledge and abilities of each education level corresponding to all-round development of the personality with the needs for special conditions of education, to forming of his outlook, bents and capabilities;
inclusive education - coeducation in general education and professional educational institutions of persons with the needs for special conditions of education with persons without the needs for such conditions by means of providing for their formation of special conditions;
