About approval of the State ecological program of the Republic of Tajikistan for 2009-2019

1. Approve the State ecological program of the Republic of Tajikistan for 2009-2019.

2. To the ministries and departments of the Republic of Tajikistan, executive bodies of the Gorno-Badakhshan Autonomous Region, areas, cities and areas to provide to Committee on environmental protection under the Government of the Republic of Tajikistan the list of actions for plan development of actions of implementation of the State ecological program of the Republic of Tajikistan for 2009-2019.

3. To committee on environmental protection under the Government of the Republic of Tajikistan on representation of the ministries and departments, executive bodies of the Gorno-Badakhshan Autonomous Region, areas, cities and areas in five-months time to develop the Actions plan on accomplishment of the State ecological program of the Republic of Tajikistan for 2009-2019 and to submit for consideration to the Government of the Republic of Tajikistan.

4. To the Ministry of economic development and trade of the Republic of Tajikistan, executive bodies of the Gorno-Badakhshan Autonomous Region, areas, cities and areas, the companies and the organizations, irrespective of patterns of ownership and departmental accessory, and also to joint businesses to provide ecological actions at the expense of the means provided in financial year in annual drafts of forecasts of social and economic development by the special Section, and in case of the conclusion of agreements, agreements, contracts, protocols and memorandums to provide questions of ecological cooperation.

5. To committee on environmental protection under the Government of the Republic of Tajikistan together with the Ministry of Education of the Republic of Tajikistan until the end of 2009 to organize permanent professional development course by ecological education for heads of the ministries, departments, the companies, the organizations and responsible persons in the field of ecology.

6. To academy of Sciences of the Republic of Tajikistan and the Ministry of Education of the Republic of Tajikistan since 2009 in case of plan development, research and construction work to include the Sections of ecology, use of the nature protection equipment and technology promoting improvement of the nature.

The state ecological program of the Republic of Tajikistan for 2009-2019

1. Scientific and Economic bases of the Program

The state ecological program of the Republic of Tajikistan for 2009-2019 (further the Program) is the main state document determining the main directions of stable development of society, maintenance of balance between natural resources and its users, the organization and coordination of the relations between users of natural resources and the nature, healthy development of society, rational use of natural resources, also ways of recovery of the destroyed ecological space. Thanks to these factors the republic is one of the world centers of mountain freezing (availability of large number of large glaciers of Zaravshansky, Altai, Pamir systems), the richest source of fresh water and one of the world, ancient centers of agriculture and biological diversity.

Unique mountain ecosystems of Tajikistan being combined with large deserts and semi-deserts of the region, such as Tokla-Macon, Yarkand, Kyzyl Kum, exert impact on forming of climate of the region and on rich flora and fauna, having global value.

2. Social and economic and ecological results of the Program

This program provides sustainable development of the country in the economic and ecological relation, preserving natural and public balance connected with ecological factors (shortage of lands, environmental pollution, providing with water resources, distribution and maintenance of the normal state of productivity of pastures and the woods, purity of atmospheric air, rational uses of natural resources, health of the population, protection of biological diversity, especially rare endangered species of flora and fauna).

The task of the Program consists of implementation of the following measures:

- involvement of the state, public and private organizations for improvement of ecological situation of the country;

- education of all segments of the population, irrespective of political and religious views for improvement of ecological condition of the country and rational use of natural resources;

- holding actions for prevention of erosive processes of the earth;

- preventing to expansion of use of lands under crops of unproductive cultures;

- expansion of the area of the woods, gardens, green zones and promotion of its rational use;

- the organization and expansion of especially protected natural territories;

- introduction of new grades of crops, highly productive, steady against diseases;
