Based on Item 3 of Article 269 of the Customs code of the Russian Federation the Government of the Russian Federation decides:

1. Determine that under special customs regime of movement of goods for the prevention and liquidation of natural disasters and other emergency situations, including the goods intended for free distribution to persons injured with emergency situation and the goods necessary for carrying out rescue and other urgent works and ensuring life activity of rescue units (further - special customs regime), any goods (Russian and (or) foreign) including which are earlier placed under other customs regimes, except for can be located:

the goods prohibited by the legislation of the Russian Federation to import to the Russian Federation and to export from the Russian Federation;

alcoholic products (except alcohol drinking), beer, tobacco

products, jewelry;

the goods imported on customs area of the Russian Federation according to the Federal Law "About Free Aid (Assistance) of the Russian Federation and Modification and Amendments in Separate Legal Acts of the Russian Federation for Taxes and for Establishment of Privileges on Payments in State Non-budgetary Funds in connection with Implementation of Free Aid (Assistance) of the Russian Federation".

2. The goods moved through customs border of the Russian Federation according to special customs regime can be used in the following purposes:
