2. Special ranks of employees of courts, Council, the Higher school and Department consist of the following class ranks:

Counselor of state of justice 3 classes
Adviser of justice of 1 class

Adviser of justice 3 classes
Lawyer of 1 class
Lawyer 2 classes

3. Class ranks are appropriated consistently in the presence of positive certification, the higher legal education or other higher education, according to qualification, post and length of service, and also taking into account the special ranks and class ranks appropriated still to place of employment or services.
