For the purpose of ensuring information security of the Republic of Kazakhstan I DECIDE:

1. Approve the enclosed Concept of information security of the Republic of Kazakhstan.

2. To state bodies and the organizations of the Republic of Kazakhstan to be guided in the activities by provisions of this Concept.

3. This Decree becomes effective from the date of signing.

Concept of information security of the Republic of Kazakhstan

Introduction

In the President's letter of the country to the people of Kazakhstan of October 10, 1997 "Kazakhstan - 2030. Prosperity, safety and improvement of welfare of all Kazakhstan citizens" as long-term priority homeland security is determined, one of components of which is information security.

Dynamics of development of information technologies in social and economic and cultural life of society and state imposes increased requirements to the solution of questions of information security.

Ensuring information security of the state requires use of the integrated approach which is turning on the organizational, technical, program, social mechanisms capable to realize constitutional rights and freedom of man and citizen in the field of receipt of information, use of it for the purpose of protection of the constitutional system, sovereignty and territorial integrity of the Republic of Kazakhstan, political, economic and social stability, legality and law and order, development of mutually beneficial international cooperation in information security field.
