For the purpose of enhancement of procedure for organization and liquidation of free warehouses, I decide determinations of features of legal regulation of customs regime of free warehouse:
1. Approve the enclosed Regulations on free warehouses.
2. In three-months time to provide to Council of Ministers of the Republic of Belarus reduction of acts of the legislation in compliance with this Decree and to take other measures for its realization.
3. To impose control over the implementation of this Decree on the State Control Committee.
4. This Decree becomes effective in ten days after its official publication, except for Item 2 and this Item which are becoming effective from the date of signing of the Decree.

This Provision sets customs regime of free warehouse, are determined procedure for creation and liquidation of the free warehouses intended for placement of the goods placed under customs regime of free warehouse the operations performed with such goods in free warehouse and also requirements imposed to owners of free warehouses.
2. In this Provision the following main terms and their determinations are applied:
the owner of free warehouse - the legal entity - the resident of the Republic of Belarus who received according to the procedure, established by the legislation, the special permission (license) for implementation of activities in the field of customs affairs with the work constituting this type of activity, service - activities as the owner of free warehouse (further - the license);
