According to the subitem 8) of article 44 of the Constitution of the Republic of Kazakhstan and for the purpose of tourism development in the Republic of Kazakhstan I DECIDE:

1. Approve the State program of tourism development in the Republic of Kazakhstan for 2007-2011 (further - the State program).

2. To the government of the Republic of Kazakhstan to develop and approve the actions plan on implementation of the State program in a month.

3. To the central and local executive bodies, and also state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan to take measures for implementation of the State program.

4. Once in half-year no later than the 25th following the accounting period to provide to the ministry of tourism and sport of the Republic of Kazakhstan in Administration of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan information on the course of implementation of the State program.

5. To impose control of execution of this Decree on the Government of the Republic of Kazakhstan.

6. This Decree becomes effective from the date of signing.

The state program is developed according to the National actions plan on implementation of the President's letter of the Republic of Kazakhstan to the people of Kazakhstan of March 1, 2006 "Kazakhstan on threshold of new breakthrough forward in the development" and the Program of the Government of the Republic of Kazakhstan for 2006-2008 approved by the order of the Government of the Republic of Kazakhstan of March 31, 2006 No. 222, the Mid-term plan of social and economic development of the Republic of Kazakhstan for 2007-2009 (the second stage) approved by the order of the Government of the Republic of Kazakhstan of August 25, 2006 No. 822

forming of attractive tourist image of the country;

increase in tourist potential;

forming of zones with recreational economic specialization

Necessary resources and sources of financing

For implementation of the State program in 2007-2011 expected expenses will constitute:

from the republican budget of 59318221 thousand tenges, including:

in 2007 - 2329668 thousand tenges;

in 2008 - 20637405 thousand tenges;

in 2009 - 30635357 thousand tenges;

in 2010 - 2774656 thousand tenges;

in 2011 - 2941135 thousand tenges.

Also use of means from other sources which are not prohibited by the legislation of the Republic of Kazakhstan is supposed.

At the same time amounts of the budgetary funds necessary for implementation of the State program will be specified in case of approval of the republican budget for the corresponding year

 

The expected results from program implementation

During implementation of the State program the following results will be achieved:

stable growth of flow of tourists:

at the first stage (2007-2009):

on internal tourism with 3,4 of one million tourists in 2007 to 4,0 of one million tourists in 2009;

on entrance tourism with 4, one million tourists in 2007 to 6,0 of one million tourists in 2009;

at the second stage (2010-2011):

on internal tourism with 4,1 of one million tourists in 2010 to 4,5 of one million tourists in 2011;

on entrance tourism with 7, one million tourists in 2010 to 9,5 of one million tourists in 2011.

Provided that on average one foreign tourist during the stay brings about 63500 tenges in the budget, from 2007 for 2011 receipts in the budget from entrance tourism will constitute 603, 2 billion tenges.

Due to entrance tourism employment of the population in the field of tourism with 447,6 of one thousand people in 2007 to 550,0 of one thousand people in 2011 will be also provided.

The state program will promote increase in attractiveness of national tourist's product and inclusion of Kazakhstan in system of the world tourist market, to creation of the competitive tourist industry as important sphere of the international entrepreneurship and business cooperation within international trade in services and the profitable sector of economy of the state
