About civil defense

This Law determines the legal basis and the principles of civil defense, governs the public relations in the field of civil defense.

Article 1. Basic concepts

In this Law the following concepts are used:

1) civil defense - system of the actions performed by public authorities, legal entities and physical persons for the purpose of safety in peace time or during war of the population (the citizens of the Azerbaijan Republic, foreigners and stateless persons which are in the territory of the Azerbaijan Republic) and the territory (land, water and airspace, subjects to production and social appointment, and also the environment within the territory of the Azerbaijan Republic);

2) system of civil defense - set of systems of relevant organs of the executive authority, forces and means, special funds, bonds, notifications and on whom information support fulfillment of duties of civil defense is assigned;

3) emergency - the situation which arose in certain territory as a result of military operations, accidents, natural or other disasters which can bring or were led to human losses, harming human health or the environment, considerable material losses and violation of conditions of life activity of people;

4) the prevention of emergencies - system of in advance performed actions directed to the maximum reduction of danger of emergence of emergencies, and in cases of emergence of such incidents on protection of people and their health, on reducing the extent of the possible damage caused to the environment and material losses;

5) liquidation of emergencies both their posledstviyavariyno-rescue actions and other urgent works which are carried out during emergencies and directed to rescuing of life and health protection of people, reduction of the extent of the possible damage caused to the environment and material losses on the prevention of distribution of emergencies.
