Section I. General provisions

Article 1. The basic concepts used in the Law

In this Law the following concepts are used:

1. the fire - the uncontrollable burning causing material damage, harm of life and to human health, and also the nature;

2. fire protection - set of the governing bodies, forces and means created for implementation of works on the organization of prevention and suppression of the fires main of which are wrecking;

3. fire supervision - the special type of activity on the state supervision directed to prevention of violation of regulations, standards and rules in the field of fire safety;

4. fire safety is complex of organizational, economic, social, scientific and technical, educational and propaganda measures which provide safe activities of the economic areas and objects, buildings, constructions, territorial units, the cities, areas and other settlements, prevention of possibility and distribution of the fires, their fastest detection and liquidation, protection of life and human health, eliminate influence of dangerous factors of the fires on people and the environment, save from destruction by the fire material and cultural wealth;

5. requirements of fire safety - the special conditions of social and technical nature established by the legislation of the Azerbaijan Republic for the purpose of ensuring fire safety;

6. violation of requirements of fire safety - failure to carry out or insufficient fulfillment of requirements of fire safety;

7. system of ensuring fire safety - set of forces and means, and also the measures of organization-legal, economic, social and scientific and technical nature directed to fight against the fire;

8. fire prevention regime - rules of conduct of people, procedure for production organization and reduction in serviceable condition of buildings (territories) for the purpose of prevention of violation of requirements of fire safety and suppression of the fires;

9. measures of fire safety - activities in the field of ensuring fire safety, including fulfillment of requirements of fire safety;
