1. The banks of the Republic of Belarus and the non-bank credit and financial organizations of the Republic of Belarus having special permission (license) for implementation of banking activity with the right of banking operations on opening and maintaining business bank accounts, implementation of settlement and cash servicing of physical persons and legal entities, including corresponding banks, currency exchange transactions (further - banks), perform operations with payment documents in foreign currency according to the agreements signed with issuers of these payment documents, the instructive documents of the issuer determined by the above-stated agreements, and also according to the procedure, provided by local regulatory legal acts of banks.

Issuers of payment documents in foreign currency are the legal entities who released them created according to the legislation of foreign states with the location outside the Republic of Belarus.

2. Banks represent to National Bank of the Republic of Belarus the notification on the beginning (completion) of carrying out transactions with payment documents in foreign currency and later began with bank checks in foreign currency in form according to appendix to this resolution no later than 10 working days (completion) of carrying out such transactions.
