About some questions of preparation and approval of the major projects of regulatory legal acts in economic and social spheres

For the purpose of minimization of influence of the world crisis phenomena on economy of the Republic of Belarus, ensuring operational preparation and approval of the major projects of regulatory legal acts in economic and social spheres, and also the Council of Ministers of the Republic of Belarus DECIDES: adoptions of timely economic decisions

1. Determine that till January 1, 2010:

1.1. the draft of the legal act (except the bill of the Republic of Belarus), resolutions of Council of Ministers of the Republic of Belarus, to entering into the Council of Ministers of the Republic of Belarus prepared at the request of the Government of the Republic of Belarus and subject in time which is not exceeding 5 days from the date of making the order about preparation (further - the major project):

it is approved by the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom (further - state bodies) no later than the day following behind day of its receipt;

is improved in the presence of notes and (or) offers in state body in which the major project arrived on approval, jointly employees of this state body and state body which directed the project. At the same time as such workers persons who are the most qualified and competent specialists in the corresponding industries shall be determined;

1.2. in case of availability at the Ministry of Justice of notes and (or) offers on the major project information on it routinely is carried to the state body which directed the project.

The state body no later than the day following behind day of receipt of the relevant information shall send to the Ministry of Justice of authorized officers for implementation of completion of the major project taking into account the available notes and (or) offers;
