The State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties
considering historically developed good-neighbourhood,
welcoming development and strengthening of direct economic, cultural, humanitarian connections between the border territories of the Parties,
aiming at creation of climate of trust, mutual understanding and neighborliness between the population of the border territories of the Parties, to simplification of mutual communication of the authorities interested in it, business community, business entities and national groups,
being guided by the principle of mutual advantage,
agreed as follows:
For the purposes of this Convention the used terms have the following values:
frontier cooperation - the coordinated actions directed to strengthening and encouragement of good-neighbourhood between the border territories, the conclusion according to the legislation of the Parties of the agreements necessary for achievement of these purposes;
the border territories - the territories or the part of the territories of administrative-territorial formations of the Parties adjacent to frontier of the Parties and determined as those according to their national legal system or international treaties which participants they are;
competent authorities - the authorities of the Parties given the corresponding competence and authority in the field of frontier cooperation.
The frontier cooperation is based on the following principles:
- mutual respect of sovereignty, territorial integrity of the Parties;
- immunity of frontiers;
- mutual respect of the national legal system of the Parties;
- not harming health of citizens and environment, damage to economic and other interests of the Parties;
- mutual advantage of the Parties;
- peaceful resolution of demarcation disputes;
- non-interference to internal affairs of other State Parties of the CIS, not being participants of this Convention;
- respect of the rights and freedoms of citizens of the State Parties of the CIS;
