About fight against terrorism

This Law determines legal and organizational basis of fight against terrorism in the Azerbaijan Republic, coordinates activities of the state bodies fighting terrorism and also affirms the rights and obligations of these bodies and citizens.

Chapter I. General provisions

Article 1. Basic concepts

In this Law the following concepts are used:

terrorism - making of the explosions, the fires or other actions (act of terrorism) posing threat of life of people, causing damage to their health, causings significant property damage or emergence of other socially dangerous effects for the purpose of violation of public safety, sowing of panic among the population or rendering impact on decision making by public authorities or international organizations, and also threat of making of similar actions with the same purpose;

the terrorist - physical person which in this or that form, directly or indirectly, intentionally participates in implementation of terrorist activities as the organizer, the instigator, the assistant or the contractor either prepares similar acts or tries to make them, and also obviously assists group of persons by previous concert, to organized group or criminal society in implementation of terrorist activities;

terrorist group - consolidation of two and more persons for the purpose of implementation of terrorist activities;

the terrorist organization - the group of terrorists or the organization which is finding possible use in the activities of terrorism who in this or that form, directly or indirectly, intentionally participate in implementation of terrorist activities as the organizer, the instigator, the assistant or the contractor prepare acts of terrorism or try to commit them, and also obviously assist group of persons by previous concert, to organized group or criminal society in implementation of terrorist activities. If one of structural divisions with the consent of any governing body of the organization is occupied with terrorist activities, then this organization is considered the terrorist organization;
