This Law determines the legal basis of relations between the state and business in the solution of socially significant tasks in the economic sphere.
Public-private partnership - mutually beneficial average and long-term cooperation between the state and the private partner in the field of the investment relations.
The public-private partnership is based on the following principles:

- mutually beneficial cooperation;
- efficiency and transparency of management of the investment project;
- voluntariness of participation;
- conscientiousness;
- reality of ensuring obligation fulfillment;
- reciprocity in case of establishment of the rights and obligations;
- equal access to participation in public-private partnership.
The legislation on public-private partnership consists of this Law and other regulatory legal acts of the Kyrgyz Republic.
1. The initiative about public-private partnership belongs to the Government of the Kyrgyz Republic, local executive bodies, physical persons and legal entities.
2. The government of the Kyrgyz Republic, local executive bodies determine the list of investment projects and publish information on them with the invitation of physical persons and legal entities to take part in implementation of these projects on competitive basis with indication of the provided state guarantees.
