About the guaranteed state minimum social standards

Chapter 1 General provisions

Article 1. Regulation subject

This Law determines bases of legal regulation in the field of establishment and application of the guaranteed state minimum social standards for ensuring the major vital needs of the population.

Article 2. The legislation of the Kyrgyz Republic on the guaranteed state minimum social standards

The legislation of the Kyrgyz Republic on the guaranteed state minimum social standards consists of the Constitution, this Law and others, the accepted according to them, the laws and other regulatory legal acts of the Kyrgyz Republic.

Article 3. The basic concepts used in this Law

For the purposes of this Law the following basic concepts are used:

the guaranteed state minimum social standard (further - the social standard) - the minimum level of guarantees of provision of the public, free and granted tax allowance social services and payments;

subsistence minimum - cost assessment of the minimum set of the material benefits and services equal in size of cost of the minimum consumer goods basket, necessary for ensuring life activity of the person and preserving his health, and also the amount of obligatory payments and charges (fees);

poverty line - border of minimum income on one person necessary for satisfaction of the minimum needs of the person;

level of living - set of the material and spiritual benefits and services providing satisfaction of vital requirements of the population.

Article 4. Principles and tasks of establishment of social standards

The basic principles of forming and application of social standards are:

- ensuring constitutional rights of citizens;

- compliance of social standards to the main directions of the state social policy;

- social and economic justification of social standards;
